You are indeed correct, but I think that’s what happened in the US Senate which overwhelmingly voted against funds for Obama to close Gitmo and bring the detainess here to the US. I think, quite honestly, that an awful lot of those Senators were hearing “NIMBY” from their constituents and voted accordingly.
Indeed, if there was one point candidate Obama made that resonated with me, it was his pledge of no more doing buisness the way it’s been done for generations in Washington; no more “Inside the Beltway” types making decisions or policy. Hence you’ll understand my surprise and dismay that almost everyone in his cabinet or appointed to high postions below cabinet level, have been “Inside the Beltway, politics as usual types”.
