Sad as it is to say, I consider it a serious error in judgment to require Congressional approval to put nuclear weapons on the table. One of the things that kept the Cold War from escalating was the knowledge on both sides that a use of nukes in even a “minor war” could lead the other side to open their own locker. It’s not impossible to imagine Russia or China using the paralysis of congressional infighting to bully lesser nations with the threat of nuclear bombardment.

I have to agree, even though I’d like to see as many restraints on the tr*mp-thing as possible. IIRC, the US never committed to no nuclear first strike because that would have given the Soviets a free hand to wage conventional war to occupy all of Europe.
