An alternative to a word ending in an S turned into a possessive (for example, James’) is to put on the S you would normally put on (James’s) since that is the way the word is pronounced.

Both are considered correct, so Illinois’s is correct.

Having lived in Illinois for a very long time between stints in Kentucky and other places, I can assert that most emphatically.

However, the general French pronunciation rules do not apply to the city of Bourbonnais (bore-bone-us).
