The actual quote by the WaPo is “if we cannot come to a consensus on a single count” which is unclear as to whether it is one or all. The judge said he thought it was one count but unless clarified, it is unclear.

Someone updated the question to read, “….how should we fill out the verdict form on that count.” So I think it’s established that it’s only one. Are the other 17 decided as not guilty? Not likely.
