You don’t, not if you’re talking about the core functionality. Pretty much everything can be modified via WP functions that you add to your templates (or in some cases the functions.php file).

I guess what I’m asking is how do you identify the component on the screen so you can add CSS, HTML or PHP code regarding it to the child-theme or plugin?

Do you use a specific app like Firebug? Do you search for it through the CSS or PHP files? Or some other method?
