That is the full-on Free-Market view of labor: government has no role in regulating it. Employers pay the lowest rate they can negotiate to hire a workforce. if that is below the level needed to sustain a family, then it is the fault of the poor lazy employee for not being more qualified,

Just listen to Right Wing arguments on the minimum wage and labor law, that is what they are all based on.
