Heller wasn’t in place before Garland ruled on the two decisions to come before his court. And he followed the law as in effect at the time of those decisions.

If anything, it was the Supreme Court that upended the whole firearms law as it was understood by the Courts. Garland was consistent in applying the law to the cases at issue.
