The Democrats cannot do this because they first need to repeal the filibuster — and Manchin (and maybe Sinema and Feinstein) won’t permit it. There is no way they have to accomplish this. It’s not as though Schumer can force Manchin to change his vote, unless you can think of a big enough bribe that would be effective.
