That’s not their problem — it’s that they cannot agree on what should be done. Once a program is in place, repealing can be difficult, especially if you are besieged by voters in your district who favor another alternative.

That was why they fought ACA tooth and nail: they know that once it was implemented, that it would become too popular to repeal.
