It looks like I will be getting rid of my cell phone then. That is one way of opting out of a message.

Why? The Pumpkin Pinochet can’t by law use it as his personal communication medium.

The wireless emergency alerts (WEA) system was authorized by Congress in 2015 under a law that states the “system shall not be used to transmit a message that does not relate to a natural disaster, act of terrorism, or other man-made disaster or threat to public safety.”

It’s just an upgrade to the already existent emergency broadcast system that also requires Presidential authorization to activate (except for testing).
