I don’t know of the Russian health care system is “underdeveloped” but they certainly don’t have an aging population, at 17.6 % (0-14), 68.2 % (15-65) 14.2 % (>65) their population is not vastly different from the US at 18.9 %, 65.7 %, 15.4 %.
To have an aging population you need a working health system.
