Doesn’t it have to be public for there to be real money in the venture? All that really interests Trump is wealth (and fame).

Public in the sense of being traded on stock exchanges. There are companies valued at 100+ billions that are still privately held (not traded on stock exchanges), even though they have many investors. For example, SpaceX is still privately held, as is Mars Inc (makers of various candy bars and treats).
