When I get a three-number win, the payout is like $9 or $10, on a $2 ticket, when the odds are something like 693 to 1 (for 2 white balls + megaball for MegaMillions.) Vegas would pay out over $1k for a win like that.

Keep in mind that there are other payoffs that have to be included — for example the MegaMillions. Plus the funding for state services. You have to add all these costs together to determine whether the payoffs are reasonable.
