The Moon landing denial claim is pretty close to that. The gullible apparently believe that half a million people can keep the same damning secret for 50 years. Either that, or they have no idea how many people were involved. One jackass I talked to about it did not know that it was a major federal program that was carried on in public for 10 years at a cost of 40 billion 1960s dollars. He thought NASA just released a claim that they were about to land on the Moon and sent out some video.

The moon landing hoax theory is one of those “worst possible” theories, because so many people saw it on broadcast, and so many people were involved in the Apollo program, and because the goddamn Soviets even tracked the Apollo spacecraft and verified the accuracy (and they had plenty of motivation to spill the beans if the Americans had faked anything).
