That was part of how Huey Long was able to gain power in Louisiana: He was able to get notable numbers of black voters registered and to the polls. He couldn’t get what he wanted with the state’s existing electorate so he (quite legitimately) enlarged it.

The point being that the programs were necessary and elites lost control.
