The rule of law was an English concept, and in 1688, the English had booted out their tyrannical Catholic ruler, and replaced him with William and Mary, both Dutch Protestants.

The Americans were English first, and drew upon the Glorious Revolution to champion the “rights of Englishmen” which they embellished during the early 18th Century. The Founding Fathers actually claimed that they were defending English liberty better than the English themselves. And the American rebels had staunch supporters in the English Parliament. Benjamin Franklin, who had been a colonial agent in London for many years, was crafty enough to exploit all of this.
