It’s much more general than that. Trump has been the God-Emperor of his vivid inner fantasy life for decades, and he’s rich enough (at least apparently) that the world has basically catered to these irrational whims.

Yep. Legality is irrelevant to Trump. He does what he wants and uses his vast resources and connections to evade any consequences for his actions.
