There is more training required to get a driver’s license than there is to buy a weapon and or even get a CHL/CWL in most states. In Florida someone can get a CWL after spending a mere 3 hours in a class at a gun show, take a 15 minute test, than fire a single round at 10 feet…..I’m not exaggerating.

Something the equivalent to the standard hunter safety course would be a minimal start. Drill in basic weapon safety and the concept of analyzing the “shoot, no shoot” scenario. The course I took back in the mid-90s in PA was mainly 12-14 year-olds plus a few adults like me. They also included a demonstration showing that bullets were dangerous and rifles and ammo were to be taken seriously.

(Though if that sticks is not clear since a number of the people I deer hunted with were trigger-happy nuts. There are automatic weapons and semi-automatic weapons, but you can still get a decent amount of lead downrange fairly rapidly with a lever- or bolt- action rifle. Hearing bullets whirring through the leaves 20’ over your head makes you hit the dirt and find something solid to hide behind real quick.)

Farther afield would be getting into the “draft everyone for 3-5 years” stuff that various other country’s do. Which obviously includes much more intense weapons training and range time.
