As she was a candidate, if she puts up the bond and files the paperwork for a recount by the deadline in each state, they will hold a recount.

Pretty much the only way a recount would not be held is if she didn’t file for one by the deadline in each state (for Wisconsin, that is tomorrow close-of-business).

If she doesn’t file for a recount, she still keeps all of that money raised.
Grifting is good business, I suppose.
