Either they have sovereign control over their own bounded sphere of land such that the people who live there are full citizens of that nation, or they are subject to some other sovereign entity who controls the bounded sphere of land and the residents are not full citizens of that nation. Pick one.

That’s a false dichotomy. See my explanation above about autonomy and take Spare’s advice on more doing research before dropping the apartheid accusation.
