Bundy didn’t have to order the sharpshooters. Each could be prosecuted individually for threatening law enforcement. Those that held the line in the ranch (and stayed on Bundy’s ranch) could likewise face prosecution for their acts individually.

BLM doesn’t have to be liked - the ranchers still have to abide by the law. Bundy used to pay his fees, until the BLM changed the fee structure. Bundy didn’t like that and stopped paying. That you hate the government or the agency doesn’t mean you can simply ignore it, or the consequences of the actions.
