The interests of small states are protected in the Senate. For the presidential election, there is no apparent reason to deviate from all voters having equal effect, especially when the differences are so large (e.g., 7x between WY and CA).

I do wonder about this 7x number. Does a voter in Wyoming have 7x more probability of influencing the outcome of the election? Obviously, this year, the marginal impact of an extra vote in Michigan or North Carolina, moderately-sized states both, was enormously more than an extra vote in Wyoming…
