I think that in the majority of cases, getting a call from the police saying, “Hi, your husband/boyfriend was arrested for picking up a prostitute, you can come down to the station to pick him up, here’s his court date” would bring down a far greater punishment than simply getting your license revoked.

That’s why they ought to do both.
