Depends. If he has a static I.P. then he could be blocked by using that. Since most people use dynamic I.P. addressing, blocking by I.P address is virtually impossible (you have to block entire ranges) thus cutting off a large group of people. A more targeted approach is to block the MAC I.D. (serial number) of the modem they are using. This method only denies access to one single device. Does Twitter (or Charles) use this method is a matter of speculation.
