I’m not up on NY politics. Can someone explain to me why DeBlasio is so awful and Cuomo hates him?

DeBlasio is disorganized, inefficient, often late to meetings and ceremonies. He doesn’t have a comprehensive set of plans, or method of arriving at plans, he only had a couple of issues (ending stop-and-frisk, universal pre-K) and once those were taken care of he started spinning his wheels and not doing much.
