Even Yad Vashem and the USNHM note this began not with death camps but systematic demonization of Jews and others Nazis considered enemies, and progressed to pogroms, dehumanization, stripping civil, human rights, losing property, ghettos, etc.

The “Final Solution” was adopted only after the “problem” could not be solved by sending it to other nations, and because it was cost-effective.
