Safe assumption, but there will be tiny grains of truthiness scattered throughout. One qualified insurance company in Louisiana reported no sales on the first day because of a computer foul-up.

Minnesota isn’t releasing enrollment numbers yet because they’re not 100% certain how to track enrollment, but they have confirmed that there have been people purchasing plans and signing up, despite computer glitches along the way.
