I seriously believe that keeps us from being ruled by moustache-curling Snidely Whiplash-level villains is the fact that they’re Three Stooges-level incompetents.

I’ve been trying to decide which side of the ‘evil or incompetent’ divide these guys are on since the campaign.

Their (shriveled, dead, black) hearts are in the evil side, but everything else about them has set up permanent encampment in Incompetent-ville.
