I actually disagree with this, per my comment above. I do agree that this is how the US government has been forced to sell income security programs to its population, due to the unfortunately non-social outlook that prevails among people here.

We all depend on the goodwill of others at some point in our lives. Drawing a distinction between “welfare” and “entitlements” is part of the right’s toolkit to undermine the legitimacy of both.
