Police in Russia were also a law unto themselves, but mostly involved in shaking citizens down for protection money.
Czech cops in Prague used to be notorious for that, especially during the height of tourist season, but things have significantly improved over the last 19 years. Itβs been chalked up to much better training and the adoption of high standards of professionalism.
