Czech cops in Prague used to be notorious for that, especially during the height of tourist season, but things have significantly improved over the last 19 years. It’s been chalked up to much better training and the adoption of high standards of professionalism.
First thing I learned with Moscow traffic police was never to have a package of American cigarettes visible, I kept them above the sun visor, and a pack of Russian papirosy on the seat, none of them wanted those.
