Not under federal law he isn’t. Unless he attacks critical infrastructure or a railroad, a domestic mass-murderer, regardless of motivation, is not defined as a terrorist. That’s why abortion clinic bombers and shooters aren’t tried as terrorists, even though it’s clearly in the name of an ideology (religion) to effect fear.

That’s another law which could be updated with a Democratic government.

The only reason the Unite the Right douchecanoe here in Nebraska was charged with federal terrorist statutes was because he hijacked an Amtrak train. He was not charged under those statutes for threatening to kill all the African-Americans on board.
