The reason traq rounds are restricted is twofold:

1. Fear that they might be misused as a way to quickly deal with someone who is merely being obstreperous.

Bullets are used for that purpose as well.

2. The bigger concern is that such rounds would be misused to incapacitate people in order to abduct or exploit them, and the danger here is mostly to women. Traq rounds could become tools in a rapist’s arsenal to knock out his victim or at least prevent her from resisting.

There are already simpler ways for a rapist to do that. And do you think threatening someone with a gun is a tool abductors don’t already use?

The other problem with traq rounds is that they are easily defeated by something like a thick coat. Firing a projectile at someone coming at you that does not kill or seriously wound him is worse than useless, since all you’ll have done is piss him off.

If those things can penetrate the hides of animals like rhinos and elephants, and the thick fur coats of bears, I’m sure they could work around clothing. And it’s not as if murderers can’t protect themselves from regular bullets, anyway.

In other words, no, your “guns are better than non-lethal weapons” doesn’t hold water, nor the implication that we’re justified in regulating tranquilizers more heavily than lethal ammunition.
