No it isn’t. Absolutely tons of people pay in over their entire working lives and then die before they get a chance to get anything. It wouldn’t be any less fair to raise or eliminate the maximum taxable earnings limit.

That is a pretty good argument for letting people have their own privately owned SS account so that they can hand down their SS payments to their heirs.
