They have hostages until they dispatch small boats and take a ship. The hostages are on the taken ships.

The Indian Navy, or the Chinese, I don’t remember which, have already sunk at least one mothership.

As far a paying ransoms, I guess I can only fall back on the old adage that you subsidise that which you want more of, and tax that which you want less of.
