“Government should be run like a business” to them means that it should be run like a stock corporation, with votes accorded based on the number of shares held. Those who own no shares have no vote.

He starts in his video all the way back in the late 1800s, to those who laid the foundations of the American libertarian movement. He points out some of those very people were prominent members of the Business Plot, and the real cost when you get an ideal libertarian nation such as Friedman proposed (Pinochet in Chile followed by genocide).

He also points out why libertarians have always supported the gold standard (and lately cryptocurrency), that is to take power away from government and give it to fascists.

Amongst other things, this is why Libertarians are howling so loud right now on social media about the increased employees to be assigned to the IRS over the next ten years.

One example given is the decades-long argument from Republicans and Libertarians “we don’t have enough money for X.” Another one is the myth a primarily service economy must fundamentally cause a fall in the standard of living (most jobs actually can’t be outsourced overseas, like a nurse or teacher, and a parent working outside the home is actually two jobs created: One for the parent and one for the childcare provider).
