There are about 5 steps in the end-to-end process, and while a simple case might be done spontaneously on-line, that’s not a very good idea. Getting registered and choosing a plan ought to take some reflection, and that’s after the customer get his eligibility, any cost reductions, and has time to review the cost/benefit of the plans offered. That’s why the season is open all the way to March.

Also complicating the issue are people who qualify for state-funded insurance. They are officially enrolled in these programs by the state, but the programs are offered through MNSure and could technically be counted as enrollment in a sense.
