The problem with the original question is you can’t truly prove it. But I would argue that Gore helped as did LBJ.

There’s also a complicating factor of Perot in both 1992 and 1996. We know that nationally Perot’s vote in 1992 was fairly evenly split between Clinton and Bush supporters had he not been in the race. But we don’t know how that would have played out at the state level. Gore in 2000 got something like 47-48% in Tennessee while in a losing effort, which was about what Clinton won Tennessee twice with about the same vote.
