Lemme see if I can make this more clear about what I mean.

The GOP was facing a demographic debacle if they didn’t adjust their beliefs to appeal to a broader constituency.

But they didn’t want to change their policy prescriptions to appeal to more people, so they started making doing what they could to delay that - gerrymandering, voter ID, etc - so that they didn’t have to change their policies.

What has happened over time, however, is that preserving and enhancing minoritarian rule has become THE unifying cause of the GOP, such that they abandon all their old principles in favor of it.

Is that clearer?

Yes. That explains to me perfectly why Graham acts the way he does.
