I’m still not convinced that the inevitable end to this national nightmare is the 25th Amendment, but just in case, we should probably be looking at the people who would serve as acting secretaries. How many are career types that would be willing to sign a 25th Amendment letter?

At the moment, there is nothing in the XXV Amendment that involves acting secretaries. A bill was introduced recently to deal with the oversight, but it is likely to get nowhere fast. Via Wikipedia:

On April 14, 2017, Representative Earl Blumenauer introduced the Oversight Commission on Presidential Capacity Act. This bill would replace the Cabinet as the body that, together with the Vice President, determines whether Section 4 should be invoked. Under the bill, an eleven-member commission would conduct an examination of the President when directed to do so by a concurrent resolution of the Congress.

According to Blumenauer:

It is hard to imagine a better group to work with the vice president to examine whether the president is able to discharge the duties of the office. When there are questions about the president’s ability to fulfill his or her constitutional responsibilities, it is in the country’s best interest to have a mechanism in place that works effectively.
