to an insurance company, anything that causes expenses is “overuse”…

There are a certain number of people who, if it cost them little to nothing and they have nothing better to do, will spend a lot of time driving their doctor nuts. It can be a problem with Medicare patients because we old people usually have something we can try to fix. I’m sure there are ways to handle this reasonably well other than denying care to poor people.
