Even that wouldn’t be true. Both Carter and HW had lower ratings at different points of their first term. Maybe at this point in the election cycle, but I am not sure about that.

HW was at 60% disapprove in July of the election year

Edit: And isn’t crazy that HW who was by most accounts a pretty competent guy had a higher disapproval than Trump does for the sin of a small tax hike.
