So let’s create another scenario. If you set up a FEMA office in Kansas after a tornado and then there’s a subsequent tornado warning putting the FEMA office right in the path of another tornado they should stay open?

Only if you can blame some other failure on the administration you dislike. Or hell, just make one up.
