The assertion in the responding twitter though is a bit misleading.

The gerrymandering did not “dilute” votes of African Americans. Rather, it concentrated such votes, into 3 districts.

It diluted the impact of said votes by that intent though, by herding them into a small amount of districts so as to take them out of the equation elsewhere.
