I really wonder how that plays out. If the 25th Amendment is invoked by Pence and the Cabinet, I could see a scenario where Trump just repeatedly sends letters to Congress stating that he’s able to perform the duties of the office and Congress having to take a vote telling him no every three weeks. It could be a legitimate constitutional crisis - especially if Trump sends the letter saying he can continue and then in the 4 days before the VP and Cabinet have to send the opposition notice, Trump fires everyone who signed the first one (although I suppose that would probably give Congress a basis for impeachment based on abuse of power).
