Honestly, the whole mess seems a great deal like the “Repeal and Replace” business has been here in the US: The GOP don’t want to admit that it’s never going to happen, because doing so will send the base into a froth that will see a great many of them voted out of office. But any realistic move to fulfill the promise will doom them electorally as well. So they instead just keep making lipservice to the whole matter while nothing substantive happens, ensuring they can keep running on “making it happen.”
