Seems to me we have seen the near future of “strategic” war and IMHO it is ballistic conventional weapons. Cities are mutually assured hostages with either hundreds of conventional missiles or handfuls of nukes. Too fast and numerous to easily defend against, certainly accurate on fixed targets and now able to strike targets that move as fleets or ships. Cities may crumble but remain inhabitable/rebuildable. Nothing is safe on the sea surface.
