Okay, I’m not processing the precise level of dryness on this statement, but…
…colonizers have solidarity with one another even when they fight.
Germany and Japan were seen as understandable (and “correct” in their assessment of racial hierarchy and the right of developed nations to seize labor and resources) by the victors, and thus as usable material, versus the incomprehensible masses of colonized peoples proposing that the existing hierarchy was arbitrary, and the Soviets who they hadn’t realized were just a different kind of colonizer.
Two more martial races, if you will.
