The other thing Roosevelt was in a position to do was to go to some of the more intelligent plutocrats of that time and say: “Either we do this the easy way with some significant reforms, or you’re first up against the wall in a communist revolution that will kill us all.”

That kind of thing had some real bite to it after 3 long years of Hoover et al. doing diddly/squat about the Depression.
