Eliminating the EC would require a constitutional amendment, but there’s nothing there about how it is constituted (pun not intended). I think. IANAL. Removing the “senatorial contingent” and basing each state’s numbers on the number of house members they have would go a long way toward removing the imbalance of the EC.

# of Electors = House delegation + senators is explicitly in the constitution IIRC.

Having more House Representatives would help (2x or 3x would not be unreasonable).
